Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

In 2016, CHAI officially established an office in Kinshasa, DRC with a focus on family planning. CHAI plans to grow its programmatic work in DRC over the next several years.

CHAI is seeking an Administrative and Finance Coordinator to join the CHAI DRC office based in Kinshasa. The Administrative and Finance Coordinator will provide administrative and finance support to the in-country program teams, visiting global program teams, and the Country Manager. Successful candidates must be highly motivated with outstanding problem-solving, organizational, and communication skills, both written and verbal in English and French.

The Administrative and Finance Coordinator will work very closely with the Country Manager to ensure that CHAI DRC’s financial, accounting, and administrative policies, procedures, and practices are established and put into place. Additionally, he/she will support program staff to deliver outstanding results for strengthening health service delivery and health systems, for our partners and donors.

<strong>Responsibilities:</strong>

<em>The Administrative and Finance Coordinator will be responsible for the following financial duties:</em>
<ul>
<li>Track and serve as the contact persons on petty cash disbursements, expense posting and other finance related request</li>
<li>Receive invoices and other documents; prepare payment vouchers ensuring accuracy and timeliness is maintained, in conformity with the CHAI regulations and other donor requirements</li>
<li>Daily entry of accounting data into the accounting database in QuickBooks</li>
<li>Perform monthly reconciliations of vendor payables and petty cash</li>
<li>Ensure timely disbursement of approved cash advances and reconcile on a daily basis</li>
<li>Review accounting documents to ensure accuracy of information and compliance</li>
<li>Assist in the preparation of audits, financial statements, and varied fiscal reports required by donors</li>
<li>Participate in the development, implementation and maintenance of specific CHAI DRC policies</li>
<li>Ensure compliance to CHAI policies, government regulations, and donor requirements</li>
<li>Ensure the proper filing of financial documents (hard and soft copies) and put into place an office finance archiving system</li>
<li>Vendor registration and terrorist checks</li>
<li>Other duties as assigned by the Country Manager</li>
</ul>
<em>The Administrative and Finance Coordinator will also perform the following administrative duties:</em>
<ul>
<li>Ensure that appropriate arrangements for visitors are made, including airport pickups, hotel reservations, and any other travel arrangements; maintain a visitors log</li>
<li>Prepare visa letters for visitors, including signature from necessary government agencies, and other official in-country correspondences</li>
<li>Renew visas (sortie/retour) for expat staff</li>
<li>Organize logistics for meetings and conferences, including coordination with external parties and organization on venues, food, transport, etc.</li>
<li>Ensure the proper filing of important documents (hard and soft copies) and put into place an office archiving system</li>
<li>Maintain an asset database and a tracking system for office equipment and report items that require repair or damaged</li>
<li>Monitor and oversee the general appearance and maintenance of the office</li>
<li>Maintain a clean, organized and functional office working environment Support procurement and monitor stock of office supplies and stationery items</li>
<li>Perform other duties that may be assigned by the Country Manager</li>
</ul>
<strong>Qualifications:</strong>
<ul>
<li>Bachelor’s degree, concentration in finance or accounting an advantage</li>
<li>Minimum 3 years professional work experience in a demanding and fast-paced environment in a position with financial responsibilities</li>
<li>Strong understanding of accrual accounting, debits, and credits</li>
<li>Excellent interpersonal and organizational skills with strong attention to detail and time management</li>
<li>Dynamic and entrepreneurial work ethic</li>
<li>Ability to work with stress and under pressure, independently and with limited supervision</li>
<li>Experience managing a complex and diverse workload, with the ability to work toward tight deadlines</li>
<li>Strong Excel, Word, PowerPoint, and internet search engine skills</li>
<li>Excellent written and oral French communication skills, as well as strong English skills</li>
<li>Honest, trustworthy, and respectful</li>
<li>Possess cultural awareness and sensitivity</li>
<li>Ability to work as part of a team and independently when required</li>
</ul>
