The U.S. Embassy in Kinshasa is seeking an individual for the position of Information Resource Center Technician in the Public Diplomacy Section.

<strong>BASIC FUNCTION OF THE POSITION</strong>

Assists Information Resource Center (IRC) director in the Outreach and Collections Management functions of the IRC. Provides support to IRC patrons for research; conducts outreach, and assists with collection development of limited scope. Researches the IRC's electronic and traditional resources to respond to basic inquiries for information from the Congolese academic audience, U.S. Mission staff, and the Congolese public.

<strong>Education</strong>

Bachelor's degree from an accredited university required, in Library Science, English, Literature, History, or Computer/Information Management Science.

<strong>Experience</strong>

One to three years of progressively responsible experience in traditional library reference services and in the use of emerging information technologies and electronic media resources.  This experience can be substituted by on-the-job training if incumbent was initially hired at a training grade level (5 or 6), promotable after one year at each grade.

<strong>Language</strong>

Level IV (fluent) in both spoken and written English and French is required.

<strong>Knowledge</strong>

Knowledge of electronic retrieval and delivery tools, in particular the Internet and standard information science practices and procedures.  Has a basic understanding of contemporary U.S. affairs as well as knowledge of U.S. governmental and political processes.

Skills and Abilities:  Excellent service orientation to target audience, interpersonal, and cross-cultural skills.  Ability to carry out reference searches and respond rapidly to varied requests; to work effectively with American and foreign national staff; to plan, organize, and carry out assigned responsibilities using electronic-based technologies, including the internet, CD-Rom, commercial on-line data bases, and print resources.  Ability to teach clients how to use tablets, databases and other technologies used in the IRC.
